REFORM OF CIVIL AVIATION SAFETY OVERSIGHT SYSTEM

Civil aviation safety oversight system is being reorganized from 1 January, 2019 – the budgetary institution Civil Aviation Administration (CAA) no longer exists. CAA functions are transferred to 2 other transport sector institutions: budgetary institution Lithuanian Transport Safety Administration (LTSA) and public enterprise Transport Competence Agency. The purpose of the reform is to create professional, innovative and business-oriented aviation safety oversight system as well as to maintain high levels of flight safety in Lithuania.

CAA is being reorganized by connecting it to the LTSA and transferring such state management functions of the civil aviation carried out by the CAA as state representation in the international aviation community, legislation, application of administrative sanctions, protection of passenger rights, aviation noise management and financial supervision of air carriers.

Most of the functions carried by the CAA, i. e., civil aviation safety oversight services (licensing, certification, auditing, etc.) assigned to the public enterprise Transport Competence Agency (Agency), that acts under the regulation of the Ministry of Transport and Communications, by the Law amending Law on Aviation (No. XIII-1564 of 18 October 2018). In order to secure aviation safety, the European Aviation Safety Agency (EASA) will actively control the Agency. This control will help to maintain high flight safety levels and compliance of provided services with EU requirements.

ROAD AND TRANSPORT RESEARCH INSTITUTE

On 27 December 2018 the company name has been changed to the Transport Competence Agency.

The objective of Road and transport research institute (hereinafter - the Enterprise) is to satisfy the public interests by implementing functions necessary for the planning and design of road building, construction, reconstruction, repair and maintenance works and their quality assessment.
The Enterprise’s founder and sole shareholder (owner) is a state.

Our mission is to carry out activities which would contribute to the improvement of the condition of road infrastructure.

Our vision is: funds allocated to the development of road infrastructure shall be used in accordance with the cost - benefit analysis method. Decisions on the construction, reconstruction, repair and maintenance works of the roads of national significance shall be made in accordance with the objective data of road condition and traffic investigations.
